80-year-old man denied replacement guide animal

In this article we see an ongoing problem with the shortage of guide dogs and elderly blind people, especially when the elderly become feeble and cannot handle the training demands of a brand-new guide animal:

A pensioner from Kent who is blind and deaf claims he will lose his independence because he has been refused a new guide dog.
George Hewitt, 82, from Deal, was told by the charity Guide Dogs for the Blind that he will not be able to cope with the demands of a new dog.
This is not an issue for Guide Horse users because a 5-year old Guide Horse would probably out-live a 50 year-old handler.
Unlike guide dogs where the team must start-over about every decade, Guide horse teams have the potential to work together for more than three decades. Initial reports with Dan Shaw indicate that his guide horse just keeps getting better with more use.
